Paul was born to Granville and Irene Mangum, on March 24, 1944, in Clifton, Texas.  He was a two-time resident of Clifton, growing up and later returning in retirement. Growing up in Clifton, Paul was involved in Cub Scouts, singing in the church and school choir, and playing clarinet in band.  In high school, he participated in sports, lettering in basketball and football.  Paul was Valedictorian of his eighth-grade class and Salutatorian of his 1962 senior class.  In 1966, Paul graduated with high honors from Arlington State College (now known as the University of Texas at Arlington), with a Bachelor’s degree in Mathematics.

Paul married Sherryl “Sherrie” Blewett on January 23, 1966.  The two were each other’s lifelong companions and friends.  They were blessed with three children, Jennifer, Chris, and Heather, and six grandchildren, Emma, Kenneth, Andrew, Matthew, Olivea, and Marie.

Paul worked as a software engineer for several companies throughout his career, most notably as Group Leader of the Guidance and Control Simulation Group for TRW Systems in Houston, Texas, contributing to the success of the Apollo 11 moon flight.  He later moved to Lewisville, Texas where he was employed at Xerox Corporation, and then worked at the White House as part of the Communications and Defense Group at the Boeing Company, where he retired after 30 years of service.  After retiring to Clifton, Paul contributed his time to the Planning and Zoning Commission as Vice Chair and Chairman from 2009 – 2011.  In his youth, Paul was an active member of the First Presbyterian Church in Clifton, Texas, in his later years, he served as a Session Elder.
